- The President Decree No. 722/2019 “On the Sustainable Development Goals of Ukraine for the Period up to 2030” that declares the list of goals previously adopted by the UN in its document.
- Decree of the President of Ukraine No. 837/2019 “On urgent measures to reform and strengthen the state” (1a) regards the waste management and industrial pollution.

POPs and Obsolete Pesticides
- Law of Ukraine “On the National Program for Toxic Waste Management”
- On 21 November 2018 the Cabinet of Minister of Ukraine adopted changes to Resolution 1120 permitting and transboundary movement of POPs aimed its destruction
- NIP is being prepared by UNEP and expected to be adopted by the Parliament by the end of 2020.
- EU FAO project “Improving capacities to eliminate and prevent recurrence of obsolete pesticides as a model for tackling unused hazardous chemicals in the former Soviet Union” for now provides the most actual data.
- Draft Law “On Amendments to Certain Laws of Ukraine on Improvement of State Regulation in the Field of Pesticide and Agrochemicals Management” is registered in the Parliament but met opposition from society for now.
- Draft Law No. 2289 “On Amendments to Article 4 of the Law of Ukraine” On Pesticides and Agrochemicals “on Importation of Pesticides into the Customs Territory of Ukraine” will give access to more modern and highly efficient pesticides for Ukrainian farmers (at a stage of public hearings).
- Draft Law No. 2548 “On Amendments to Certain Laws of Ukraine on Improvement of State Regulation in the Field of Pesticide and Agrochemicals Management” aimed at strengthening the fight against counterfeiting, establishing an electronic register of pesticides and agrochemicals, ensuring transparency of state testing procedures, EU (at a stage of public hearings).

- UNIDO received the official request from the Ministry of Environment Protection and Natural Resources of Ukraine aimed to support the BRS Conventions duly implementation in Ukraine and develop a project proposal focused on the POPs packaging. UNIDO confirmed the commitment.
Ozone layer protection and related climate change issues
- The Action Plan of Ukraine approved by the decision of the Parties to the Montreal Protocol XXIV / 18 is still in force.

- National Ozone Center was established was established under the support of the United Nations Development Program (UNDP-GEF project “Initial Implementation of accelerated HCFC phase out in the CEIT Region”) on September 5, 2019.
- Legal assessment of the implementation of the Paris Agreement to mobilize investment in adaptation and resilience to climate change: a review of international law with a focus on best practices and a study of the situation in Ukraine
- Kigali Amendment ratification is pending. UNIDO received the official request from the Ministry of Environment and Natural Resources of Ukraine aimed to support the ratification and developed a project proposal which is under mutual consideration.
WEEE and PCBs
- Acts are still expected inline after the adoption of a framed law “On Waste Management” (draft law 2207-1д) to be adopted by the Parliament till the end of 2020:
- Draft Law “On waste electrical and electronic equipment” (2350, registered in the Parliament and approved by the EcoCommittee);
- Draft Law “On batteries and accumulators” (2352, registered in the Parliament and approved by the EcoCommittee);
- Resolution of the CMU of Ukraine “On the procedure of functioning and maintaining of the Register and the information system, registration and reporting in the information system for placement on the market of batteries and accumulators and waste batteries and accumulators’ management”;
- Resolution of the CMU of Ukraine “On the procedure of functioning and maintaining of the Register and the information system, registration, and reporting in the information system for placement on the market of electrical and electronic equipment and waste electrical and electronic equipment’ management”;
- Draft Sub the law “On establishing rules as regards capacity labeling of portable secondary (rechargeable) and automotive batteries and accumulators”.
- Technical regulation on eco-design requirements for household refrigerating appliances; Eco-design Technical Requirements for Air Conditioners and Fans for Personal Comfort are adopted.
- Draft Resolution of the Cabinet of Ministers of Ukraine “On the establishment of the State Agency of Ukraine for Waste Management” was announced on August 14, 2019, but not still approved yet.
- The draft Law of Ukraine “On State Environmental Control” is presented for public hearings.
- Draft Law “On Packaging and Packaging Wastes” should be submitted to Parliament as soon as possible. This will be the first step in implementing the National Waste Management Plan and National Strategy for Ukraine by 2030.

- Manuals “European best practices in waste management“ and “Towards a green economy: a model of sustainable consumption and production“. The manuals describe European trends in proper and civilized waste management, provide best European practices for waste prevention, reuse and recycling, and focus on the feasibility of both economic and environmental waste incineration.
Gender aspect
- According to the Global Gender Gap Report 2020, Ukraine ranks 59th in the world and 12th in the Eastern Europe and Central Asia region with a gender equality index of 0.721.
- According to the Human Development Report 2020 by UNDP in the Gender Development Index category, Ukraine has an estimated gross national income per capita of $ 16,840 for men and $ 10,088 for women (according to PPP). As of 2019, the gender pay gap in Ukraine is 23
- The employment rate in Ukraine, depending on gender, is 57% among men and 44% among women of working age.
- The Verkhovna Rada (Parliament) of Ukraine of the IX cadency (current) includes the share of 21% of the women deputies.
